What it does
Bitmask is LEAP's VPN client for selected providers and private deployments reached through an invitation code or URL.
Bitmask's difference from a single branded provider app is provider choice. The official page names Riseup and the Calyx Institute and also describes joining a private deployment with a URL or invitation code. That makes the app relevant to both a public service and a small organization distributing its own access. Start with the provider or invitation you actually intend to use; the app and the network operator are different parts of the trust relationship.
