What it does
Google Cloud VPN connects peer networks to Google Cloud VPC networks through IPsec tunnels, with HA and Classic gateway types.
Cloud VPN is a network-to-network service. Its documentation explicitly says it cannot route traffic to the public internet, which separates it from a personal VPN subscription. The job is connecting a peer private network to a Google Cloud VPC, or connecting cloud networks together.
Start with the gateway type and availability requirements. The overview distinguishes HA VPN and Classic VPN and links the relevant design material. That makes this an infrastructure choice for an administrator who already knows the networks to join, rather than an app to install on a phone for general browsing.
