What it does
Enigmail is an OpenPGP add-on for SeaMonkey and Epyrus. Its current documentation covers encrypting, decrypting, signing and verifying mail, and explicitly states that Thunderbird is no longer supported.
Enigmail remains relevant to a narrower client audience than its older Thunderbird reputation suggests. The current download page provides a release for Epyrus 2.x and SeaMonkey 2.53.x, and the homepage explicitly excludes Thunderbird support.
Within those supported clients, the add-on provides OpenPGP signing, verification, encryption and decryption. Follow the current compatibility and installation instructions rather than an older Thunderbird tutorial. The project publishes the software under the Mozilla Public License, so the add-on is free software rather than a hosted encrypted mailbox.
