What it does
Greenfish Icon Editor Pro is a freeware image editor for icons, static or animated cursors and icon libraries. It can generate several icon sizes from one image and preview their transparency against backgrounds. Windows and Ubuntu/Debian builds are offered, and the help permits personal and commercial use.
An animated cursor and a static application icon need different editing work, even when they begin with the same artwork. For a Windows icon, open an image and choose Create Windows icon from image, then select the required sizes and colour depths. The padding option preserves a non-square image inside a square canvas; leaving it off stretches the image. The Test window previews each result over different backgrounds.
Cursor editing adds a click hot spot and, for ANI files, frame durations. Greenfish also manages icon libraries and offers a portable Windows build. Current packages are 64-bit for Windows 7 or later and Ubuntu/Debian with Ubuntu 20.04 or later; Windows XP and 32-bit Windows use the older 3.6 release. The help explicitly permits both personal and commercial use without a fee.

- Windows installer and portable builds are available.
