What it does

PsPing is a Sysinternals command-line measurement tool with ICMP ping, TCP ping, latency and bandwidth test modes.

Choose the mode before reading the result. ICMP ping targets a host, TCP ping attempts a connection to a host and port, and latency or bandwidth measurements use a PsPing server listening on the selected address and port. Those paired tests support TCP or UDP and can reverse the transfer direction. Record the request size, count or duration, warmup and selected address family; histogram output helps show the spread of timings. The test server stays active until stopped. Measurements describe the chosen endpoints and workload. Microsoft lists Windows 8.1 or later and Windows Server 2012 or later for PsPing 2.13.
