What it does
Opus Tools provides utilities to encode, inspect, and decode .opus audio files. The official download page separates these tools from the underlying codec libraries.
Choose the tools package when the task is file encoding or inspection, rather than linking a codec library into software. Its encoder and decoder address different directions of the conversion, while inspection helps examine the resulting Opus file. The downloadable tools version and the current codec-library version are separately listed, so do not treat their release numbers as interchangeable.
For opusenc, WAV, AIFF, FLAC and raw PCM can become an Ogg Opus file, with - selecting standard input or output. Bitrate is specified in kbit/s; VBR, constrained VBR and hard CBR serve different rate-control needs. Raw PCM requires the correct sample rate, bit depth, channel count and byte order because there is no header to supply them. The tool's documentation cautions that its Ogg/pipeline route is not designed for low-latency interactive streaming.
