What it does

Textify exposes selectable text from dialog boxes and controls that do not normally let you copy their contents.

Point at otherwise unselectable text in a Windows control and use the default Shift plus middle-click shortcut. Textify exposes text for selection and copying through UI Automation. It is not an OCR promise for screenshots, and the developer's reply says bulk extraction of the whole interface is not currently available. The GPLv3 source is public; the product page links version 1.10.4. Check the particular application control when deciding whether this route fits the text you need.
