Pick that arrangement before importing an old password collection. Pinned entries and full-text search help with frequently used records. The current page marks passkey support as coming soon, so it should not be treated as an established feature when comparing today's password and passkey workflow. The annual subscription is a separate consideration from where the keychain file lives.
